Dr. Bahaa El Din, Of Counsel, joined ZH&P in 2014 as Head of the Banking Department – with valuable input to non-banking activities as well. He is the founder and senior advisor at Thebes Consultancy which - in association with Zaki Hashem & Partners - provides regulatory and compliance advisory services.
He has accumulated over 29 years of professional experience. In addition to being a practicing Attorney-at-Law in both Egypt and the USA, Dr. Bahaa El Din has held several public appointments including having been appointed as Egypt’s Deputy Prime Minister Egypt for Economic Development and Minister of International Cooperation from July 2013 until he resigned in January 2014. He is also the former Chairman (and Founder) of the Egyptian Financial Supervisory Authority (2009/2011) - a government agency that supervises Egypt's non-banking financial transactions and markets. He is also the former Executive Chairman of the Egyptian General Authority for Investment and Free Zones "GAFI" (2004-2007). During his tenure, he oversaw the introduction of GAFI's ‘One-Stop-Shop’ for business facilitation, the upgrading of its investment promotion capabilities, as well as the introduction of various key legislative reforms in banking, finance, companies, and investment laws. Furthermore, Dr. Bahaa El Din was the Senior Legal Advisor to the Central Bank of Egypt (2011), a member of its Board of Directors (2003/2010) and a member of the Board of Directors of the National Bank of Egypt (2004/2010).
Dr. Bahaa El Din was admitted to the Egyptian Court of Appeal in 1997. He is the founder and member of the Board of Directors of the Ahmed Bahaa-Eldin Cultural Foundation which promotes education, training, and creative thinking among Egyptian youth in Upper Egypt and the founder of the Egyptian Initiative for Prevention of Corruption.
In 2016, Dr. Bahaa El Din has been recognized by the Legal 500 UK as a Leading Individual in the Banking & Finance arena.
He received a Ph.D. in Financial Law from London School of Economics in 1996, the LL.M. in International Business Law from King’s College London in 1989, a BA in Economics from the American University in Cairo in 1987 and a Bachelor of Law from Cairo University in 1986.
